Mercedes Márquez is a practitioner-advocate who, with more than 35 years of experience in both the private and public sectors, has worked as a civil rights litigator, affordable housing developer, as the City of Los Angeles Housing Department General Manager for Mayors Hahn, Villaraigosa and Garcetti, as Deputy Mayor for Housing for Mayor Villaraigosa, HUD’s Deputy General Counsel for Fair Housing and Civil Rights during the Clinton Administration, and as President Obama’s HUD Assistant Secretary for Community Planning and Development.

Since 2014, Márquez has served as president of Márquez Community Strategy, where she advises cities and non-profit organizations on how to lead with equity in the revitalization of neighborhoods, promoting economic growth, supporting low-income residents, and building sustainable, resilient cities. In this capacity, she empowers local leaders to develop and clarify their vision and develop concrete strategies to implement strategic program designs.

JOB DESCRIPTION:

The Mayor’s Office of Housing and Homelessness Solutions' strategic initiatives include the City’s response to the Mayor's emergency declaration on homelessness, her directives leading a citywide increase in affordable housing production and the Inside Safe Initiative. Major areas of focus for the homelessness program include encampment resolution, re-envisioning the Coordinated Entry System, expanding and improving case management and housing navigation, and building a comprehensive interim-to-permanent housing system. The housing program focuses on the expansion and acceleration of the City’s affordable housing pipeline, preservation of existing affordable housing stock, tenant protections and code enforcement, and new financing solutions.

JOB FUNCTIONS:

  • Support Inside Safe Program clients as they move from interim housing into permanent supporting housing

  • Perform housing navigation responsibilities include documentation preparedness, voucher qualification and processing.

  • Conduct site tours and selection process for permanent housing units

  • Build relationships with Inside Safe participants and service providers

  • Interface with the Mayor's Office management team weekly for overall program updates and coordination of services

QUALIFICATIONS:

Prior experience working with people currently experiencing homelessness in one or more of the following areas: outreach, case management and housing navigation.
