Senior Deputy, Housing and Homelessness

Amy Perkins, MSW, is the Senior Housing and Homeless Deputy for Supervisor Lindsey Horvath of LA County’s Third District. Amy came to the County after directing the Los Angeles continuum's Housing Central Command (HCC), a robust cross-agency collaboration committed to streamlining the rehousing process and maximizing utilization of the Permanent Supportive Housing inventory and federal and local grants. Amy’s COVID-response work included partnering with the City of LA on the creation and ongoing operations of 24 pop-up Recreation and Park shelters, the development of the Recovery Rehousing and Roadmap rehousing plans, and helping to stand up the Project Roomkey and Homekey projects. Before her work on HCC, Amy served as the Director of Interim Housing Strategies for LA Mayor Eric Garcetti, overseeing the benchmark A Bridge Home project and working to identify innovative interim housing solutions. Amy came to the Mayor’s Office from the Los Angeles Homeless Services Authority (LAHSA), where she was the Associate Director of the Access & Engagement Department, overseeing the training and develop of over 100 street outreach workers and aligning the department’s operations and strategic vision.  Amy was a founding representative of LA's Unified Homelessness Response Center, where she worked to help develop relationships and align the missions of multiple agencies (from police to animal services to homeless service providers) engaged in coordinated efforts to end homelessness. Prior to her work at LAHSA, Amy was the Director of Strategic Partnerships and oversaw Housing Navigation programs in the San Fernando Valley at LA Family Housing, one of the largest comprehensive real estate developers and homeless service providers in Los Angeles.  With a background in both domestic violence services and the adoption and foster care systems, Amy understands how the intersection of trauma, environment, and oppression can impact the lives of marginalized communities. “There is no them and us. JOB DESCRIPTION:

The Board of Supervisors is a five-person body that governs LA County and its $38 billion budget. Each Supervisor has policy deputies that lead on specific portfolios. Catherine and I lead on homelessness and housing.

JOB FUNCTIONS:

Knowledge of LA's homeless service system; Ability to engage with the community and district constituents; Desire to develop and track policy that impacts the County's ability to keep residents in housing and to quickly rehouse those who lose their homes.

QUALIFICATIONS:

Open-minded, committed to ending homelessness, interest in public policy (hopefully as informed by lived experience or professional experience), hard working, comfortable in sometimes high-stress environments with tight deadlines.
