Joey Anne Pangilinan

Senior Program Manager | Housing for Health

“Racial equity changes the narrative from the individual to the community. It has the potential to address these intersectional identities of BIPOC communities who disproportionately are facing housing insecurity, experience housing discrimination, are subjected to racial wage gaps, environmental injustices, and disparities in employment, healthcare, and education. By seeking justice through racial equity, we can engage and empower BIPOC communities by centering their voices and leadership.”

Joey Anne is a dedicated leader in Los Angeles, focusing on raising community social consciousness through equitable community building and anti-racism practices. She began her career as a homeless outreach worker and later led LA County's COVID Response Team as Program Manager in Skid Row, providing critical clinical services to over 4,500 unhoused people. Currently, Joey Anne serves as a Senior Program Manager with the Department of Health Services – Housing for Health, where she helps homeless individuals transition into housing.

She has advocated for language access for adult learners with limited English proficiency, supported survivors of human trafficking from the Asian American Pacific Islander Native Hawaiian community, and assisted asylum seekers and refugees from Central America. A community organizer based in Historic Pilipinotown, Joey Anne holds a Master’s in Diverse Community Development and is committed to constant self-evaluation to address her complicity in systems of oppression.
