JOB DESCRIPTION:
Located in the heart of metropolitan Los Angeles, at 1.9 square miles, City of West Hollywood is a robust economic and cultural center instilled with idealism and creativity. The Strategic Initiatives Division, within the City’s Human Services & Rent Stabilization Department, advances programs, policies and coordinated strategies to support the City’s most vulnerable community members. The Division ensures services are in place to support these populations, develops local programs and policy, and engages with regional partners. The division leads the West Hollywood Homeless Initiative and is currently overseeing the creation The Holloway interim housing program to serve homeless community members and creating the West Hollywood Care Team, a mobile behavioral health crisis responder program to support the wellbeing of all community members. The Strategic Initiatives Program Administrator-Fellow will work collaboratively with division staff and perform a variety of complex professional functions to support The Holloway and Care Team, and other division activities related to the West Hollywood Homeless Initiative including: serving as project manager for grants, programs and projects; program/project design, implementation, oversight and evaluation; collecting, analyzing and presenting data; writing reports and plans to support the work of the division's various initiatives; serving as a cross departmental, inter- and intra-agency liaison in support of the Strategic Initiatives Division; reviewing and analyzing programmatic and fiscal reports.
JOB FUNCTIONS:
Researches and evaluates grant opportunities to pursue viable sources of support for division projects; implementing and managing program scope of work, budgets and timelines; completes required reporting back to funder.
Qualitative and quantitative project evaluation including outcomes and effectiveness; creates complex statistical demographic analysis;
Represents the City and/or serves as a liaison and/or member of various committees/teams, advisory boards/commissions. Interacts with residents, business community, and other stakeholders;
Prepares complex reports, resolutions and staff reports and makes presentations.
Identifies and plans conferences/community events related to issues impacting the community, including: developing agenda and curriculum; securing speakers; facilitating planning meetings; determining and delegating responsibilities; coordinating conference logistics; and evaluating events.
Designs materials, organizes and conducts training sessions on division projects and programs and supports communications and outreach efforts.
Collaborates with contractors and consultants to advance division work plan, especially related to programs serving homeless community members.
QUALIFICATIONS:
Bachelor's degree from an accredited four-year college or university in a related field; Master's degree is preferred; and,
Four to five years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Knowledge
Principles, practices and theories of program design, implementation and evaluation, as well as social services delivery, specifically related to homelessness, older adults, LGBT issues, poverty reduction, women's issues, etc.
Principles, methods and techniques of contract administration, negotiation, monitoring and evaluation.
Budget and grant development processes and procedures.
Preparing clear, concise reports, correspondence and other written material.
Methods and techniques of research, statistical analysis and report presentation.
Program management techniques, including contract management.

Hybrid work: Based on the City’s current policies, there would be some hybrid option available. However, City policy may evolve in the future towards an expectation of full-time in-office work.Any other requirements?
