Senior Manager, Local Jurisdiction Coordination and Support

Carter leads the LA County Homeless Initiative’s coordination and support for local jurisdictions to achieve a meaningful regional reduction in unsheltered homeless. Prior to joining LA County’s Chief Executive Office, Carter led the United Way’s Home For Good initiative, which works to build the evidence base, resources, and strategic coalition to end homelessness in L.A. County. He is the former Senior Advisor at the D.C. Department of Human Services, where he oversaw efforts to increase permanent housing exits, expand daytime service centers, launch shelter diversion programs, implement harm reduction in low barrier shelters, and strategically transition the family system away from a motel-sheltering model. Prior to working specifically on homelessness, he was the Director of Analytics & Performance at the Center for Government Excellence at Johns Hopkins University (JHU) and spent his career helping state, local and federal governments use data and evidence to solve problems big and small. Carter established the Enterprise Analytics Division at the Federal Emergency Management Agency, served as the Associate Director of Strategy & Performance at DC Public Schools and was an advisor to the Mayor and DC City Administrator on health and human services. In addition to his role in LA County, Carter is an Adjunct Professor of Applied Analytics at JHU. He holds a Master of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University and received both a B.S. in Economics and a B.A. in Public Administration from Miami University.

JOB DESCRIPTION:

The Homeless Initiative is the central coordinating body for Los Angeles County’s ongoing effort to expand and enhance services for people experiencing homelessness or at risk of losing their homes. Created by the Board of Supervisors in August 2015, the Homeless Initiative is part of the County’s Chief Executive Office and primarily funded through Measure H, a 1/4-cent sales tax approved by nearly 70% County voters in May 2017, creating a revenue stream that began in July 2017. In January 2023, the BOS declared a state of emergency with respect to homelessness and established encampment resolution in partnership with local jurisdictions as priority mission #1.

The Hilton Fellow will report to CEO-HI Senior Manager, Carter Hewgley. Specifically, the Fellow's efforts will be focused on supporting the team's strategic efforts to collaborate with Cities and Councils of Government (COGs) as we co-develop plans and funding for equitable, trauma-informed encampment resolution, including outreach to those residing in encampments, increasing the supply of safe interim housing, and matching people to supportive resources that put them on a pathway to permanent housing.

JOB FUNCTIONS:

  • Support the CEO-HI's coordination with County departments, local jurisdictions, and Councils of Government to document unmet needs and align strategies and resources toward common objectives;

  • Conduct operational and strategic planning, in coordination with key internal and external stakeholders, to support complex encampment resolution efforts;

  • Maintain relevant policies, procedures, and key contact information that ensure people experiencing homelessness are fully supported before, during, and after encampment resolution efforts, and that all partners have clear understanding of how to effectuate our policies and procedures;

  • Support the coordination of internal and external communications and information management relative to local jurisdiction collaborations - including continuous tracking of Key Performance Indicators to inform continuous improvement;

  • Support resource inventory and management efforts to track existing interim housing availability, site prospecting, time-limited subsidy inventory, and case management slots;

  • Monitor human capital and funding constraints to ensure situational awareness and inform planning efforts;

  • Support the coordination of quarterly after action review processes to ensure continuous refinement of encampment resolution efforts based on lessons learned and outcome patterns.
