JOB DESCRIPTION:

The Pasadena Continuum of Care (CoC) is one of 400+ planning entities for homeless services designated by the U.S. Department of Housing and Urban Development (HUD). The CoC is responsible for planning, coordinating, and funding homeless services within the City of Pasadena as well as conducting Pasadena's annual Point-in-Time Homeless Count. The SJPLA Fellow will work alongside City of Pasadena Housing Department staff to manage the Pasadena CoC which includes coordinating several planning committees and the CoC board, managing federal and state grants, contracting with local non-profit service providers, updating the CoC's homelessness plan, coordinating and conducting the homeless count, and working to  improve overall system performance. 

JOB FUNCTIONS:

The Hilton Fellow will be involved in all aspects of the CoC’s work including:

  • Support the Built for Zero initiative (launching in early 2023) which will entail working closely with local homeless service providers 

  • Contribute to a wide range of written communications such as City Council agenda reports, internal memos, the Homeless Count Report, etc.

  • Create presentations for internal and external stakeholders

  • Assist in updating CoC Policies, Written Standards, and the CoC Governance Charter

  • Support the CoC in taking steps to reduce racial and ethnic disparities within the provision and outcomes of local homeless services

  • Apply for federal, state, and other funding

  • Assist in submitting required reporting to funders

  • Contributing to the planning and conducting the 2023 Pasadena Point-in-Time Homeless Count

QUALIFICATIONS:

The ideal candidate must be an excellent communicator, strong writer, analytical, a quick learner, and demonstrate working knowledge and/or experience of local and regional homeless services including program types (PSH, RRH, etc.), the Coordinated Entry System, and the role of major partners (i.e. DMH, DHS, LAHSA, etc.). Organizational skills are also key in this position due to the nature of the work performed that is driven by deadlines and various grant requirements.
