Darlene Aikens has worked in the Los Angeles County’s Housing Assistance Division for the last 24 years. In her current capacity, she manages the staff responsible for administrative functions related to the Housing Choice Voucher and other special programs. Darlene is also the Assistant Director for the Division and works closely with the Division Director to troubleshoot and resolve issues. Darlene has held the following professional designations: Manager, Assistant Manager, Supervisor, and Administrative Analyst.

Darlene holds a Bachelor of Science degree in Business Administration and has the following Housing certifications: Housing Choice Voucher Program, Executive Management, and Developing & Managing Project Based Voucher Specialist. 

Note:  While the Assistant Director's bio is being provided in this section.  Please note that the position is based on a six-month rotation working in four different departments within the Housing Assistance Division for the duration of the two-year program. The position will report to either the Assistant Director or one of the three managers based on the rotation schedule.

JOB DESCRIPTION:

The Housing Assistance Division of the Los Angeles County Development Authority (LACDA) is responsible for the administration of multiple rental subsidy programs, including the Housing Choice Voucher (HCV), Continuum of Care (CoC), Veterans Affairs Supportive Housing (VASH), and Housing Opportunities for Persons with AIDS (HOPWA), for the County of Los Angeles.

The project manager will be responsible for helping to develop and/or implement projects, including maintaining projects on a realistic timescale and/or budget. This may involve taking the lead on a project and being responsible for keeping track of all details to provide accurate and timely reports to management. This role requires working, on a 6-month rotational basis, with four internal departments within the Housing Assistance Division (HAD), with one located in HAD’s satellite office in North Los Angeles County.

JOB FUNCTIONS:

Under limited supervision by a department manager, the project manager may work on highly specialized and complex projects or develop methods for the implementation of new programs, policies, or other Housing Division related activity. The job will require coordination with staff and/or management to ensure projects are completed timely and produce desired results. The project manager may liaise with other agency staff and/or the Executive Office as needed or assigned. Regular attendance is an essential job function. 

QUALIFICATIONS:

The individual selected for this position must be self-directed, have a strong ability to plan, organize and make sound decisions. Knowledge of and experience with HUD funded housing programs is desired.  Excellent organizational skills and detail oriented. Ability to exercise judgment in making comprehensive decisions and applying office operation and procedures. Capacity to maintain a strict level of confidentiality regarding client information. Aptitude to perform efficiently in a fast-paced work environment. Must be able to comprehend and perform verbal and written instructions. Excellent customer service skills. Proficient with personal computers and Microsoft Office products.
