Serving in the homeless services sector for over seven years, Jonathan has been crucial in the development and operationalizing of the permanent housing referral procedures utilized in Los Angeles County. Utilizing his knowledge of HMIS databases, homeless service delivery models, and governmental policy and procedures, he has been able to create innovative solutions to bring up PSH utilization, making sure to maximize federal dollars awarded to the Los Angele CoC. He has convened entities from local government, developers, property managers, and community-based organizations to help lead innovative changes.

Jonathan led the creation of the Resource Management System that brought down the number of days it took for property managers to receive a referral from 14 days to 5 days, working with local, state, and national organizations to remove barriers to assist participants in attaining identifying documents and updating Public Housing Authority forms to remove discrepancies and streamline the application process.
